COVID-19 Salgınının Gümüşhane İlinin Sosyal ve Ekonomik Yapısı Üzerindeki Etkileri: Tespitler ve Öneriler

Özet

Bu çalışma, COVID-19 salgınının Gümüşhane ilinin sosyal ve ekonomik yapısı üzerindeki etkilerini GSYH, kişi başına GSYH büyümesi, dış ticaret, sektörel krediler, istihdam, işsizlik ödeneği başvuruları ve yatırım teşvikleri açısından incelemekte ve TR90 Bölgesi illeriyle karşılaştırmaktadır. Elde edilen bulgulara göre Gümüşhane, Türkiye ve bölge genelindeki kişi başına düşen GSYH büyümesinden yeterince pay alamamış ve 2018-2019 döneminde %5,96 oranında küçülmüştür. İlin dış ticaretinde madencilik sektörü %98'lik payla en baskın sektör konumundayken, 2020 yılında pandeminin olumsuz etkisiyle ihracat bir önceki yıla göre %23 oranında azalmıştır. Sektörel kredi kullanımında en büyük payı ziraat ve balıkçılık sektörü alırken, takipteki kredi tutarı da en yüksek bu sektörde gerçekleşmiştir. İstihdam tarafında ücretli çalışan kayıpları zamanla telafi edilse de çiftçi sayısındaki azalma dikkat çekmektedir. Öte yandan, 2020 yılında sabit yatırım tutarı %133 artışla 150 milyon TL’ye ulaşmış ve il yatırım teşviklerinden daha fazla yararlanmıştır. Sonuç olarak çalışma; KOBİ'lerin desteklenmesi, dijital dönüşüm, e-ticaret, kadın ve genç girişimciliği ile yatırım imkanlarının geliştirilmesine yönelik stratejik politika önerileri sunmaktadır.

This study examines the impacts of the COVID-19 pandemic on the social and economic structure of Gümüşhane province in terms of GDP, per capita GDP growth, foreign trade, sectoral credit utilization, employment, unemployment benefit applications, and investment incentives, comparing it with other provinces in the TR90 Region. According to the findings, Gümüşhane failed to receive a sufficient share of per capita GDP growth compared to Turkey and the overall region, shrinking by 5.96% during the 2018–2019 period. Although the mining sector dominated the province's foreign trade with a 98% share, exports declined by 23% in 2020 compared to the previous year due to the negative effects of the pandemic. In terms of sectoral credit usage, the agriculture and fisheries sector accounted for the largest share while also recording the highest amount of non-performing loans. On the employment front, while losses among wage-earning employees were gradually compensated over time, the decrease in the number of farmers remains notable. On the other hand, fixed investment amounts increased by 133% to nearly 150 million TL in 2020, demonstrating that the province benefited more from investment incentives. In conclusion, the study provides strategic policy recommendations focused on supporting SMEs, advancing digital transformation, promoting e-commerce, encouraging female and young entrepreneurship, and expanding local investment opportunities.
