COVID-19’un İşgücü Piyasası Üzerine Etkileri

Özet

Bu çalışma, Ömer Özpınar tarafından Covid-19 pandemisinin küresel, OECD ülkeleri ve Türkiye işgücü piyasaları üzerindeki etkilerini incelemek amacıyla kaleme alınmıştır. Küresel salgın, dijitalleşmeyi hızlandırırken işgücü piyasalarındaki yapısal sorunları ve eşitsizlikleri derinleştirmiştir. ILO verilerine göre 2020 yılında küresel ölçekte %8,8 çalışma saati kaybı yaşanmış, işsiz sayısı 33 milyon artarak işsizlik oranı %6,5'e yükselmiş ve işgücüne katılım %58,7'ye gerilemiştir. Salgından en fazla kadınlar, gençler, düşük vasıflı çalışanlar ile toptan ve perakende ticaret, konaklama, eğlence gibi hizmet sektörleri olumsuz etkilenmiştir. Genç istihdamındaki düşüş (%8,7), yetişkinlere göre çok daha yüksek gerçekleşmiştir. OECD ülkelerinde 2020 ikinci çeyreğinde ortalama işsizlik oranı %8,6’ya yükselirken işgücüne katılım oranı 3 puan düşmüştür. Türkiye’de ise pandemi sürecinde işgücüne katılım ve istihdam oranları gerilerken, manşet işsizlik oranından ziyade atıl işgücü oranı belirgin bir artış göstererek %27,5’e ulaşmıştır. Haftalık ortalama fiili çalışma süreleri kısalmış, kayıt dışı istihdam %33,4’e kadar yükselmiş ve en büyük istihdam kayıpları hizmetler sektöründe yaşanmıştır. Sonuç olarak pandemi, düşük vasıflı çalışanların iş kayıplarını ve uzun dönemli işsizlik riskini artırarak yapısal sorunların çözümünün önemini bir kez daha ortaya koymuştur.

This study, authored by Ömer Özpınar, evaluates the impacts of the COVID-19 pandemic on global, OECD, and Turkish labor markets. The global pandemic accelerated digitalization while deepening structural problems and inequalities in labor markets. According to ILO data, 8.8% of global working hours were lost in 2020, the number of unemployed individuals increased by 33 million, pushing the unemployment rate to 6.5%, and labor force participation dropped to 58.7%. Women, youth, low-skilled workers, and service sectors such as wholesale and retail trade, accommodation, and entertainment were most adversely affected by the pandemic. The decline in youth employment (8.7%) was significantly higher than that of adults. In OECD countries, the average unemployment rate rose to 8.6% in the second quarter of 2020, while the labor force participation rate fell by 3 percentage points. In Turkey, while labor force participation and employment rates declined during the pandemic, the idle labor rate showed a marked increase, reaching 27.5%, rather than a sharp rise in the headline unemployment rate. Average weekly actual working hours decreased, informal employment climbed to 33.4%, and the largest employment losses occurred in the service sector. In conclusion, the pandemic has heightened job losses for low-skilled workers and the risk of long-term unemployment, underscoring the vital importance of addressing structural labor market issues.
