Menat Ülkelerinde Doğrudan Yabancı Yatırımın Belirleyicileri ve Ekonomik Özgürlük Seviyesinin Önemi
Özet
Bu çalışma, 1995-2019 döneminde 11 MENAT ülkesinde (Bahreyn, Birleşik Arap Emirlikleri, Cezayir, İran, İsrail, Mısır, Suudi Arabistan, Tunus, Türkiye, Umman ve Ürdün) doğrudan yabancı yatırımların (DYY) içsel belirleyicilerini ve ekonomik özgürlük seviyesinin DYY girişlerindeki önemini araştırmaktadır. Araştırmada dinamik panel veri yöntemlerinden Sistem-GMM (Sistem Genelleştirilmiş Momentler Metodu) kullanılmış; veriler Heritage Vakfı ve Dünya Bankası'ndan elde edilmiştir. Elde edilen ampirik bulgulara göre; kişi başına düşen GSYİH, ticari açıklık, altyapı kalitesi, bir önceki döneme ait DYY girişleri ve genel ekonomik özgürlük seviyesi DYY girişlerini pozitif yönde etkileyen önemli belirleyicilerdir. Ekonomik özgürlük endeksinin alt bileşenleri incelendiğinde ise devlet büyüklüğü (devlet harcamaları, vergi yükü, mali sağlık) ile düzenleyici verimlilik (iş özgürlüğü, çalışma özgürlüğü, parasal özgürlük) kategorilerinin DYY üzerinde istatistiki olarak anlamlı ve olumlu bir etkiye sahip olduğu tespit edilmiştir. Buna karşın, enflasyon oranı, beşeri sermaye ve finansal gelişmişlik seviyelerinin DYY üzerinde anlamlı bir etkisi bulunamamıştır. Sonuç olarak, MENAT ülkelerinin DYY çekebilmek için ekonomik büyümeyi ve dış ticareti teşvik edici politikalar izlemeleri, altyapı yatırımlarını artırmaları, devlet büyüklüğünü optimize etmeleri ve düzenleyici verimlilik alanlarında iyileştirici adımlar atmaları önerilmektedir.
This study investigates the internal determinants of foreign direct investment (FDI) inflows and the significance of economic freedom levels in 11 MENAT countries (Bahrain, United Arab Emirates, Algeria, Iran, Israel, Egypt, Saudi Arabia, Tunisia, Turkey, Oman, and Jordan) for the period 1995–2019. Utilizing System-GMM (System Generalized Method of Moments), a dynamic panel data technique, with data sourced from The Heritage Foundation and the World Bank, the empirical findings reveal that GDP per capita, trade openness, infrastructure quality, lagged FDI inflows, and the overall level of economic freedom are significant positive determinants of FDI inflows. Among the sub-components of the economic freedom index, government size (comprising government spending, tax burden, and fiscal health) and regulatory efficiency (encompassing business freedom, labor freedom, and monetary freedom) exhibit a statistically significant positive effect on FDI inflows. Conversely, no statistically significant impacts were detected for the inflation rate, human capital, or financial development levels. Consequently, to attract higher FDI inflows, MENAT countries are advised to formulate policies that foster economic growth and international trade, enhance infrastructure investments, optimize government size, and implement reformative measures in regulatory efficiency.
