This study examines how Small and Medium-Sized Enterprises (SMEs), which constitute 99.8% of all businesses and 72.4% of total employment in Turkey, representing the backbone of the national economy, were affected by the COVID-19 pandemic. Due to insufficient financial and human resources, dependence on a limited customer base, low R&D investments, and underdeveloped digitalization infrastructure, SMEs exhibited high vulnerability to the supply and demand shocks during the pandemic. Restrictions and closures led to severe issues such as cash shortages, revenue declines, supply chain disruptions, raw material scarcity, and the cancellation of export orders. While liquidity shortages escalated, commercial loans were utilized primarily for debt restructuring and working capital rather than investments. The primary challenges faced by SMEs remained access to financial resources, high credit costs, and collateral issues. To mitigate the impacts of the crisis and foster recovery, enhancing institutional capacity, improving financial access, and effectively leveraging digitalization and e-commerce opportunities as a window of opportunity are of vital importance.
