Arazi Toplulaştırmasında Çok Amaçlı Proje Geliştirmenin Yararları ve Zorlukları

Özet

Arazi parçalanması; miras, nüfus artışı, arazi piyasaları ve tarihsel-kültürel etkenler nedeniyle ortaya çıkan ve tarımsal verimliliği olumsuz etkileyen küresel bir sorundur. Bu sorunun çözümünde ve kırsal kalkınmanın sağlanmasında temel bir araç olan arazi toplulaştırması, çok amaçlı olarak uygulandığında yalnızca mülkiyet yapısını düzenlemekle kalmayıp kırsal altyapı, çevre koruma, köy yenileme, üretim planlaması, verimlilik artışı ve köyden kente göçün azaltılması gibi geniş kapsamlı yararlar sağlamaktadır. Türkiye'de 5403 sayılı Kanun ve yetkilerin Devlet Su İşleri Genel Müdürlüğüne (DSİ) devredilmesiyle yasal çerçeve genişletilmiş, ilgili daire başkanlıkları kurulmuştur. Ancak uygulamada yetersiz etüt ve planlama çalışmaları, projelerin 2-3 yıl gibi dar sürelere sıkıştırılması, sürecin ağırlıklı olarak yüklenici firmalara bırakılması ve mülk sahiplerinin arazi kaybı korkusu, toplulaştırmanın amacından sapmasına veya toplam parsel sayısının arttığı tapu yenilemeye dönüşmesine yol açabilmektedir. Çok amaçlı projelerin başarısı; farklı mühendislik disiplinlerinin uyum içinde organize edilmesine, kadastro verilerinin hatasız entegrasyonuna, üreticilere güven verilmesine ve DSİ bünyesindeki teşkilatlanmanın eksiksiz faaliyete geçmesine bağlıdır. Zaman baskısı olmadan yürütülecek detaylı etüt, planlama ve projelendirme çalışmaları, yüksek toplulaştırma oranına ulaşılmasını ve kırsalda kalıcı, sürdürülebilir bir kalkınmayı temin edecektir.

Land fragmentation is a global problem caused by factors such as inheritance, population growth, land markets, and historical-cultural perspectives, negatively affecting agricultural productivity. As a fundamental tool for solving this issue and achieving rural development, land consolidation—when implemented for multipurpose objectives—not only reorganizes property structures but also provides wide-ranging benefits such as rural infrastructure, environmental protection, village renewal, production planning, productivity growth, and the reduction of rural-to-urban migration. In Turkey, the legal framework was expanded with Law No. 5403 and the transfer of authority to the General Directorate of State Hydraulic Works (DSİ), establishing relevant department presidencies. However, in practice, insufficient feasibility and planning studies, compressing projects into narrow timeframes of 2–3 years, leaving the process predominantly to contractor firms, and landowners' fear of land loss can cause land consolidation to deviate from its purpose or turn into a deed renewal where the total number of parcels increases. The success of multipurpose projects depends on organizing various engineering disciplines in harmony, error-free integration of cadastral data, instilling trust in producers, and fully operationalizing the organizational structure within DSİ. Conducting detailed survey, planning, and design work without time constraints will ensure a high land consolidation rate and permanent, sustainable rural development.
